The governor of Arkansas has struck a blow for fashion and common decency by outlawing the practice among students of turning up to school with their trousers at half-mast.

On Wednesday, Mike Beebe signed the historic bill which prohibits clothing which exposes "underwear, buttocks or the breast of a female".

The move was apparently a response to teachers' concerns that "student competition over the manner in which clothing is worn could lead to violence and injuries during school hours".

It's not clear, though, just how school districts will punish those who refuse to hitch 'em up. They might take a lead from Tennessee, where local vigilantes respond to low-flying kecks by popping a cap in the offender's ass.
